# Are Skills the New Currency of Talent

November 4, 2026 [![](https://blog.allegisglobalsolutions.com/hs-fs/hubfs/Renee-Gorman-Headshot.png?width=40&name=Renee-Gorman-Headshot.png) By Renee Gorman](https://blog.allegisglobalsolutions.com/author/renee-gorman) [Workforce Technology](https://blog.allegisglobalsolutions.com/topic/workforce-technology), [Talent Acquisition](https://blog.allegisglobalsolutions.com/topic/talent-acquisition)

For decades, job titles, experience and education have served as the primary basis for workforce pricing. But as AI accelerates skill evolution, competency cycles are shortening, exposing the limitations of traditional job architectures.

While most organizations still price talent based on roles and levels, emerging labor market dynamics suggest the future may belong to a hybrid model where skills increasingly influence talent value, workforce planning, and pricing decisions.

[![A Case for Skills-Based Recruitment Explore why capability, not credentials, is becoming the better measure of talent.  ](https://no-cache.hubspot.com/cta/default/322350/interactive-226299935306.png)](https://blog.allegisglobalsolutions.com/hs/cta/wi/redirect?encryptedPayload=AVxigLJI1fIaw7IKNP3%2FJp9AnEZpR1fML96K3wTCnw70jSFgo1Y9mzZUsgbZSH%2BNM9vPO%2FLE9FHN6rAVX0pS0oQPQ4YbtNv40D2DbaHsKHOQdQexoZxO3yekjqdygDGETPhEWNPHZgNOcW3Juf%2FG8rP7VzK8ntge60lwRYMNJzwLrPx5tU%2BKeX10%2Fw4FOn9mIxzfG3A%2Bwh3gFjPAW43Xx4jy4VGIIGFhVV%2Bx%2F1utv30Kr4N17pYj%2F8mFB6C7fJr4r0z%2F8z9t8J3t7%2BSOlT4Vg80%2FvNu6cBTKHjP867aMZ9nBNg%3D%3D&webInteractiveContentId=226299935306&portalId=322350)

## The Traditional Workforce Pricing Model Has Served a Purpose

The traditional approach to workforce pricing has served employers well because it provided a uniform, scalable framework for valuing talent across large and complex workforces.

The model brought consistency to talent decisions, enabled reliable market benchmarking, simplified governance and aligned with established HR structures.

This approach was rooted in a reasonable assumption that more experience often translated into greater productivity, deeper expertise and increased independence, while education served as a practical proxy for foundational capability. At the same time, job titles represented relatively stable responsibilities and well-defined career paths, making talent easier to compare across organizations and labor markets.

As a result, years of experience became a widely accepted stand-in for worker value, enabling organizations to make pricing decisions that were both defensible and operationally efficient.

## AI Is Breaking the Relationship Between Experience and Capability

The assumptions that have long supported workforce pricing are becoming harder to defend. College enrollment has been declining for years, and many workers are pursuing [alternative](https://blog.allegisglobalsolutions.com/rise-of-skilled-trades-among-gen-z-workers)paths to build expertise through trade schools, apprenticeship programs, boot camps, certifications and employer-led training from organizations such as Google and Oracle.

At the same time, the pace of skill evolution continues to accelerate. Technologies, tools and business processes have changed faster than traditional career progression models can adapt. [AI](https://blog.allegisglobalsolutions.com/how-ai-is-reshaping-workforce-strategy)is amplifying this shift by increasing productivity, shortening learning curves, accelerating skill acquisition and making expertise more accessible to a broader range of workers.

As a result, experience is no longer as closely linked to productivity as it once was. In some cases, a professional with three years of experience who effectively leverages AI may outperform someone with 10 years of experience who relies on traditional methods. This dynamic is already emerging across software development, data analytics, marketing, research, customer support and project management.

The question organizations must now confront is whether years of experience remain the most effective measure of workforce value in a world where capability can develop faster than ever before.

## Why Job Titles Are Becoming Less Meaningful

As organizations begin to question whether experience remains the best measure of value, they must also reconsider the role job titles play in workforce pricing. Job titles were designed to create consistency, but they often obscure the capabilities that increasingly differentiate talent in today's market.

The same title can encompass vastly different skill sets, emerging technologies and depth of expertise. Consider two software engineer III professionals with the same title and years of experience. One may possess advanced capabilities in AI workflow automation, large language model integration and cloud architecture, while the other may have a more traditional technical background. Both fit within the same job architecture and may be priced similarly, yet their ability to drive business outcomes can differ significantly.

As skills evolve faster than job frameworks can adapt, titles are becoming a less reliable indicator of capability, productivity and market value. They often fail to capture emerging skills, transferable capabilities and adjacent competencies that organizations increasingly depend on for competitive advantage.

## The Rise of Skills as a Workforce Currency

Organizations have spent years advancing skills-based hiring as a more effective way to identify and attract talent. Now a broader shift is emerging: skills as a workforce currency. Instead of asking who to hire, leading organizations are now assessing:

- Which skills are growing in importance
- Which skills are becoming obsolete
- Which skills are increasingly scarce
- Which skills create the greatest business value

These questions are shaping investment decisions around hiring, reskilling, workforce planning and talent development.

We are already seeing evidence of this emerging shift in starts data in our Acumen® Intelligent Workforce Platform. [AI-related skill requirements in job postings increased by over 700% from 2023 to 2025](https://blog.allegisglobalsolutions.com/4-ways-ai-is-transforming-tech-hiring-and-reshaping-the-us-job-market), signaling growing workforce needs around capabilities over traditional job titles.

As skills play a larger role in workforce decisions, a natural question follows: Should they also play a larger role in workforce pricing? The answer may shape the next generation of workforce pricing models.

## Why Skills Alone Can’t Determine Workforce Pricing

While the rationale for incorporating skills into workforce pricing continues to strengthen, significant barriers remain before organizations can adopt a fully skills-based model.

The first challenge is definition itself. What constitutes AI expertise, cloud expertise or data expertise? The answer often varies across organizations, suppliers and workers, making standardization difficult.
The second challenge is validation. Even when critical skill can be defined, determining proficiency is far more complex. Certifications, assessments, years of experience and demonstrated outcomes may all provide valuable signals, but none offers a universally accepted measure of capability on its own.

Finally, the third challenge is market volatility. Skills evolve rapidly, often faster than workforce planning and pricing frameworks can adapt. Five years ago, prompt engineering was not a recognized profession, and generative AI governance was barely part of the workforce conversation. Today, both command significant market premiums.

Yet workforce pricing models require repeatability and stability, while skills markets are increasingly dynamic and difficult to standardize.

While the concept of skills-based pricing is compelling, the operational reality is considerably more complex. The systems used to define, validate and price skills are struggling to keep pace with the speed of change. More consistent approaches to skills measurement and validation are needed before skills can serve as a reliable basis for workforce pricing.

## The Most Likely Future Is a Hybrid Model

The future of workforce pricing is unlikely to be defined by a choice between traditional job architectures and fully skills-based models. Instead, organizations will likely adopt a hybrid approach that combines the stability of established workforce frameworks with a greater emphasis on market-driven skill intelligence.

Organizations have invested decades developing job families, career levels and geographic benchmarks that provide consistency, governance and market comparability. Those foundations are unlikely to disappear. However, organizations are increasingly recognizing that role, level and location alone do not fully explain talent value in a rapidly evolving skills market. Future pricing decisions could remain anchored in these measures while incorporating market signals on talent supply, skill scarcity and specialized expertise.

In a hybrid model, skills don’t replace the foundation of workforce pricing. They act as modifiers that help explain why two workers with the same title and year of experience may command different rates in the market. Rather than creating entirely new pricing frameworks for every emerging skill, organizations could use market intelligence to identify capabilities that consistently command a premium.

Evidence of this shift is already emerging in the market. Research from Foote Partners found employers paying premium bonuses of [20-40%](https://www.networkworld.com/article/4172576/ai-cybersecurity-skills-top-it-pay-premiums.html) of base salary for high-demand technology skills, including AI engineering and cybersecurity expertise.

A software engineer III, for example, may still be priced within a standardized role, level and location structure. But market data may indicate additional value for capabilities such as AI workflow automation, large language model integration, cloud architecture, cybersecurity expertise or industry specialization may justify additional value in the market. The result is a pricing approach that balances consistency with flexibility, allowing organizations to respond to changing skill demands without abandoning the structures that support workforce governance and planning.

### The Traditional vs. Future Pricing Model

![Traditional vs Emerging Pricing Model Image - Blog](https://blog.allegisglobalsolutions.com/hs-fs/hubfs/Traditional%20vs%20Emerging%20Pricing%20Model%20Image%20-%20Blog.png?width=1200&height=675&name=Traditional%20vs%20Emerging%20Pricing%20Model%20Image%20-%20Blog.png)

Skills are not likely to replace traditional workforce pricing frameworks. They will help organizations make more informed pricing decisions within them.

## Implications for Workforce Leaders

The shift toward skills as a workforce currency extends far beyond pricing. Workforce leaders are increasingly expected to anticipate future capability needs, identify emerging skill gaps and ensure their organizations can adapt to rapidly changing business demands. As skills become more dynamic and specialized, organizations must move beyond traditional workforce metrics centered solely on headcount, job titles, and tenure.

For workforce planning, the challenge is no longer simply determining how many people are needed, but understanding which capabilities are required to support future business objectives. Talent acquisition teams must identify the skills that will create competitive advantage, while learning and development functions must help employees continuously build and adapt those capabilities. At the same time, workforce analytics teams should expand visibility into skill trends and capability gaps, and compensation leaders should assess how skill scarcity and business impact influence workforce costs.

Ultimately, organizations that gain visibility into skills will be better positioned to attract, develop, deploy and retain critical talent while building a workforce that can adapt to future market demands.

## What Organizations Should Do Now

Organizations should begin building the capabilities required to incorporate skills intelligence into workforce pricing and planning. The most forward-looking workforce leaders are already laying the foundation.

The first priority is to assess existing job architectures and identify where titles and levels may be masking meaningful differences in worker capability. The second priority should be establishing standardized skills taxonomy that creates consistency in how skills are defined, measured and discussed across the organization. Third, identify the skills most critical to business success and monitor how supply, demand and market availability evolve over time, particularly in areas such as AI, data, cybersecurity, cloud computing and industry-specific expertise.

Organizations should also begin investing in skills analytics. Understanding skill demand, talent supply, skill adjacencies and emerging market premiums will provide valuable insights into future workforce needs and labor cost pressures. At the same time, leaders should assess whether their workforce data infrastructure is equipped to support this more skill-based approach. Many organizations still rely on job titles and levels, but future workforce strategies may require a more comprehensive view of capabilities and workforce value.

Organizations that invest in these foundations today will be better positioned to adapt as workforce decisions increasingly rely on a combination of skills intelligence, market data and business priorities.

## Skills Will Reshape Workforce Pricing, Not Replace Its Foundations

For decades, organizations priced talent based largely on what people had done in the past: their education, years of experience, job title and career progression. These signals provided a scalable framework to estimate workforce value and pricing. Today, however, the relationship between experience and capability is becoming less predictable. AI is accelerating skill acquisition, alternative learning pathways are expanding and the pace of skill evolution is outstripping traditional job architectures.

As a result, workforce pricing is unlikely to remain solely anchored to traditional measures of talent value. While roles, levels and market benchmarks will continue to provide important structure, skill and capability intelligence are expected to play a growing role in how organizations evaluate and value talent.

The organizations that adapt most effectively will not abandon traditional workforce frameworks. Instead, they will augment them with deeper visibility into skills, capabilities and market dynamics.

As work continues to evolve, a fundamental question remains: Will workforce value be defined primarily by past experience, or increasingly by demonstrated capability?
